Date Findings Report Sent:
November 21, 2024
Case Number:
25-0168
Grade Level:
High school
Person filing complaint:
Parent
School District:
New Haven (including single student or systemic)
Allegation(s):
- Issue 1: The Parent requested special education training (e.g., general parent training and updates) and, upon that training not being provided, the Parent alleged that this constituted a lack of provision of related services under the IDEA (34 CFR § 300.320 (4)).
- Issue 2: The Parent asserts that the Student’s IEP provides critical information related to how to appropriately support the Student when he is experiencing an emotional/behavioral issue and that those IEP supports were not implemented during a school-based Hamden High School football game on September 19, 2024, in which the Student was participating and experienced an emotional/behavioral issue. The Parent alleges that this constitutes a lack of implementation of the Student’s IEP (34 CFR § 300.17(d)).
Conclusion(s):
- For Issue 1, it was concluded that the District did not need to provide parent training because it was not listed as a related service on the Student’s IEP. For Issue 2, it was concluded that the IEP did not need to be shared with sports staff because the PPT had not discussed the student’s needs during sports nor was it included in the student’s IEP.
Corrective Action(s):
- None
