CONNECTICUT OFFICE OF EARLY CHILDHOOD AND CONNECTICUT STATE DEPARTMENT OF EDUCATION ISSUE JOINT MEMO REGARDING COORDINATING SERVICES FOR CHILDREN WHO ATTEND CHILD CARE PROGRAMS AND RECEIVE SUPPORT SERVICES
(HARTFORD, CT) – Commissioner of the CT Office of Childhood, Beth Bye and Commissioner of the CT State Department of Education, Charlene Russell-Tucker have issued a joint memo addressing the need to coordinate services for children who attend child care programs and receive support services (i.e., Birth to Three early intervention, special education, Early Childhood Consultation Partnership). The joint memo addresses the importance of children receiving the supports they need and how programs can and should collaborate to support young children and their families.
“The State Department of Education joins the Office of Early Childhood in promoting the importance of high-quality programming for our youngest learners. Collaboration between community-based child care and public schools continues to be critical to support young children and their families. We know that meaningful access and participation in regular early childhood programs is the least restrictive environment for most young children,” said Charlene Russell-Tucker, Commissioner of the CT State Department of Education.
“The Office of Early Childhood and State Department of Education are sharing an important message about the coordination of support services for young children enrolled in child care. This joint statement stresses the need for ongoing collaboration between child care providers, communities, schools, and families. Authentic collaboration and strong partnerships can foster inclusion and meaningful access and participation for all children and help ensure that family needs are met,” said Beth Bye, Commissioner of the Office of Early Childhood.
The memo includes considerations for children attending community based childcare programs that reflect on the child and family’s needs and the importance of the coordination of services.
