  1. FBI Written Procedures for Noncriminal Justice Agencies
    • Enter agency name where indicated and print on letterhead. Maintain on file for auditing purposes.
  2. CCHRS & NGI Training
    • Only TAC officers (criminal justice agencies) and Compliance Liaisons (non-criminal justice agencies) can request CCHRS training and access to the CCHRS portal.
    • CCHRS training and access requests need to be made only when the agency employee has an actual need based on job roles and responsibilities to log into the portal to view results firsthand
    • Training will consist of CCHRS & NGI Training offered on CJIS Online, www.cjisonline.com.
    • This document is for reference only, training must take place on CJIS Online. No hard copies of training will be accepted.
  3. How to Request CCHRS Access (Non-Criminal Justice Agencies)
    1. To request new training and new access to the CCHRS system, the agency Compliance Liaison will need to complete the CCHRS and CJIS Online Request Form - Non-Criminal Justice Agency use Only located in CJIS online under resources.
    2. Once fully completed, the form needs to be emailed to despp.audits@ct.gov.
    3. The employee will be assigned security awareness training AND CCHRS/NGI training by the auditor (LESA) receiving the request.
    4. The Compliance Liaison will email despp.audits@ct.gov once both trainings are completed.
    5. Training in CJIS online will be confirmed by the auditor (LESA), once confirmed, the individual will be approved for CCHRS access, provided there are no training deficiencies discovered within the agency.
  4. How to Request CCHRS Access (Criminal Justice Agencies)
    1. To request new training and new access to the CCHRS system, the agency TAC Office will need to complete the CCHRS Request Form - Criminal Justice Agency use Only located in CJIS online under resources.
    2. Once fully completed, the form needs to be emailed to dps.collect.unit@ct.gov.
    3. The employee will be assigned CCHRS/NGI training by the auditor (LESA) receiving the request. The employee needs to either be COLLECT certified or have a minimum of general role training in CJIS online for access to the portal.
    4. The TAC Officer will email dps.collect.unit@ct.gov once both trainings are completed.
    5. Training in CJIS online will be confirmed by the auditor (LESA), once confirmed, the individual will be approved for CCHRS access, provided there are no training deficiencies discovered within the agency.
  5. List of SDE-Approved Educator Prep Program
    • Use these forms to determine if a student teacher is in a State Department of Education-Approved Student Teacher Program.
  6. State Police Fingerprint Re-Order Form
    • Use this form to reorder CT hard copy fingerprint cards (State Applicant Cards) and fax to the number on the form.
  7. State Police to Student Teachers and Statutory Waivers
    • Use these forms to determine if a student teacher qualifies for the state fee waiver.
  8. State Police Guide to Processing Fees 2022
    • Use this form to determine the fee associated with a background check.

Complete these forms to pay for your applicant’s background checks. Both forms must be sent directly to NIC-CT. NIC CT must be notified for the following: Payment Method Updates, Main Account Contact Information Updates, Facility Status Updates (Closed, relocating, new ownership). CT Criminal History Request System (CCHRS)
The CCHRS system provides access to state and (if applicable) national, state and national criminal history record information. Submit an email to request access to the CCHRS System as a registered agency and submit changes to your agency information or users to DESPP.Audits@ct.gov.
