What recent court decisions impact juvenile parole eligibility and parole hearings?

In 2015, Connecticut passed a law to align with U.S. Supreme Court decisions regarding lengthy sentences for juvenile offenders. This law extended parole eligibility to inmates that were convicted of a crime when they were a minor and was sentenced to more than 10 years.

These inmates were automatically eligible for a parole hearing (Public Act 15-84 (PDF)). In 2023, Connecticut passed another law to expand the eligibility to 18, 19 and 20-year-olds (Public Act 23-169 (PDF)).
