Office of Government Accountability

The Office of Governmental Accountability was established in order to provide Human Resources, administrative and information technology support to six previously separate agencies. 
These six Boards, Commissions, Offices and Council retain their independent decision making authority, but now have unified support services provided by the office of Governmental Accountability.
 
Board of Firearm Permit Examiners

The Board of Firearm Permit Examiners (BFPE) has been established to provide a means of appeal for citizens whose pistol permit has been denied or revoked.
 
Citizens aggrieved by any denial to issue or renew a permit under the provisions of Connecticut General Statute section 29-28 or 29-36f, or revocation of a permit issued, or refusal or failure of any issuing authority to furnish an application, may appeal to the board.
 
The Board is comprised of seven members appointed by the Governor to serve during his term and until their successors are appointed and qualify. The members are appointed from nominees of the Commissioner of Public Safety, Connecticut Police Chiefs Association, the Commissioner of Environmental Protection, The Connecticut State Rifle and Revolver Association, Inc. and Ye Connecticut Gun Guild, Inc. Two members of the public are appointed with at least one member of the Board shall be a lawyer licensed to practice in Connecticut, who shall act as Chairman of the Board during the hearing of appeals.

Judicial Review Council

The Judicial Review Council (JRC) was established in 1978 and is presently governed by Chapter 872a, sections 51-51g through 51-51u of the Connecticut General Statutes.  Those provisions apply to judges of the Superior Court, including senior judges and judge trial referees, judges of the Appellate Court, justices of the Supreme Court, workers’ compensation commissioners, and family support magistrates.
JRC investigates and resolves complaints alleging misconduct, disability, or substance abuse of state judges, family support magistrates, and workers' compensation commissioners in order to promote public confidence in the courts and the integrity and independence of the judiciary by ensuring high standards of judicial conduct on and off the bench.

Judicial Selection Commission

The Judicial Selection Commission (JSC) seeks, evaluates, and furnishes the Governor with a list of qualified candidates for nomination as new judges. 

The Commission also interviews judges seeking reappointment and/or elevation and evaluates the judge on legal ability, competence, integrity, character, temperament, and any other relevant factor.

Office of the Child Advocate

The Office of the Victim Advocate (OVA), as an independent state agency, works to protect and promote the Constitutional rights of crime victims in Connecticut.  The OVA monitors and evaluates the provision of services to crime victims and works to advance policies throughout the state that promote the fair and just treatment of crime victims throughout the criminal justice system.  The existence of the OVA provides oversight and advocacy when the criminal justice system fails crime victims. 
 
The OVA remains committed to ensuring that the voices of crime victims play a central role in Connecticut’s response to violence and to those victimized by crime.  Further, the OVA is dedicated to promoting awareness to Connecticut citizens as to the services available to crime victims through outreach, education and public service events.

State Contracting Standards Board

The Contracting Standards Board (SCSB) is proposed to be a fourteen member board appointed to oversee all state contracts.  Some of the Board’s duties will be to:  

Conduct a comprehensive review of existing state contracting and procurement laws, regulations and practices.  
Audit state contracting agency's triennially to ensure they are in compliance with procurement policies.
Issue recommendations regarding the disqualification of contractors from bidding or proposing on state contracts.
Review all new proposed privatization contracts to ensure the state saves money without jeopardizing the quality of services.
