RFP to Retain Consultants in Regulatory Proceedings

To carry out its responsibilities under § 16-2a, § 16-18a and §16-9c(c) of the Connecticut General Statutes (“CGS”), the Office of Consumer Counsel (“OCC”) has determined that it is necessary or desirable to retain one or more consultants related to the implementation of the Public Utility Regulatory Authority’s (“PURA” or “the Authority”) newly created Stakeholder Group Compensation Program, which, pursuant to Docket No. 23-09-34, among other features, authorizes OCC to provide educational training to potentially eligible stakeholders to help support their effective participation in PURA proceedings.  .

The schedule for this Request for Proposal (“RFP”) seeking proposals from qualified Consultants is as follows:

 Notice of Intent to Bid April 2, 2024
 Deadline for Questions April 5, 2024
 RFP Clarification/Amendments April 19, 2024
 Proposal Due Date April 24, 2024

All questions on this RFP should be directed in writing to, no later than April 5, 2024. During the process of evaluating the proposals, OCC reserves the right to request additional information or clarification from any Consultant submitting a proposal, and to permit corrections of errors or omissions without notice to other competing firms.

All Proposals submitted in response to the RFP must be delivered by E-mail to by 4:30 p.m. on April 24, 2024. OCC requests that Proposals be electronically submitted in a format that is compatible with Outlook/Office 365, either in Word format or in a high quality, fully searchable pdf file.
