RFP to Retain Consultants in Regulatory Proceedings

RFP: 2023-03

To carry out its responsibilities under § 16-2a and § 16-18a of the Connecticut General Statutes (“CGS”), the Office of Consumer Counsel (“OCC”) has determined that it is necessary or desirable to retain one or more consultants in regulatory proceedings before the Public Utility Regulatory Authority (“PURA” or “the Authority”) related to the Authority’s newly created Non-Wires Solution Program, as well as the Authority’s investigation into integrated distribution system planning within a performance-based regulation framework, as identified below.

The schedule for this Request for Proposal (“RFP”) seeking proposals from qualified Consultants is as follows:

 Release Date  October 10, 2023
 Notice of Intent to Bid October 16, 2023
 Deadline for Questions October 20, 2023
 RFP Clarification/Amendments October 25, 2023
 Proposal Due Date October 30, 2023

All questions on this RFP should be directed in writing to Megan.Sullo@ct.gov, not later than October 20, 2023. During the process of evaluating the proposals, OCC reserves the right to request additional information or clarification from any Consultant submitting a proposal, and to permit corrections of errors or omissions without notice to other competing firms.

All Proposals submitted in response to the RFP must be delivered by E-mail to Megan.Sullo@ct.gov by 4:30 p.m. on October 30, 2023. OCC requests that Proposals be electronically submitted in a format that is compatible with Outlook/Office 365, either in Word format or in a high quality, fully searchable pdf file.
