If the district followed all municipal and state procurement requirements, all costs would be eligible for reimbursement. If there is a component that is ineligible for reimbursement, only those costs would be ineligible. It would not disqualify the entire project.
If a district went to bid for design and build but not the construction manager, will they qualify for project funding? (IE: is the project disqualified completely or just the component that funds construction management)?
