I.  Unit Commander:                 

Acts as the team leader both during deployment and while in the home jurisdiction.  This person is responsible for management of both the administrative and operational aspects of the team.  Minimum qualifications as recommended in the NDMS manual include “at least 1 year of operational experience in emergency incident management on a regular and continuous basis.”  The individual should have comprehensive knowledge of the NIIMS Incident Command System and DMAT/Specialty Team functions. 

 

Minimum requirements:

*at least 1 year of operational experience in emergency incident management on a regular and continuous basis 

 

Desirable Qualifications:

*formal training in managing large-scale disasters or events from the National Fire Academy,

Emergency Management Institute, or some equivalent

*in depth understanding of other disaster response organizations and their missions, such as FEMA ESF,

Red Cross, NGO, etc

*familiarity with the Federal Response Plan

*have exceptional supervisory and personnel management skills

*practical knowledge of the terminology and capabilities of the major items in the equipment cache

 

Other necessary abilities are those of good supervisors/organizers who can successfully manage and direct technical experts as well as local officials and other organizations during crisis situations.

 

II.  Deputy Commander, Operations:       

Acts as 2nd in command to the Unit Commander during deployment situations and shares deputy responsibilities with the Deputy Commander, Administration when not deployed.  This individual reports directly to the Unit Commander.  The primary responsibilities of the position relate to operational issues and other matters as directed by the Unit Commander.  It is expected that either Deputy Commander could act as the Deputy Team Leader during deployment.  During non-deployment time, the main focus of the position would be on Operations.  The position demands the same skill set as the Unit Commander. 

 

Minimum requirements:

*at least 1 year of operational experience in emergency incident management on a regular and continuous basis

III.  Deputy Commander, Administration:        

Acts as 2nd in command to the Unit Commander during deployment situations and shares deputy responsibilities with the Deputy Commander, Operations when not deployed. This individual reports directly to the Unit Commander.  The primary responsibilities of the position relate to logistical issues and other matters as directed by the Unit Commander.  It is expected that either Deputy Commander could act as the Deputy Team Leader during deployment.  During non-deployment time, the main focus of the position would be on Administration.

*at least 1 year of operational experience in emergency incident management on a regular and continuous basis

IV.  Chief Medical Officer       

Shares leadership responsibilities with the Unit Commander and is the final authority for medical decisions during emergency disaster service.  The position must be held by either a Doctor of Medicine or a Doctor of Osteopathy and hold a license to practice medicine.  This individual must have at least 3 years of graduate training and be ACLS certified or hold equivalent training.  In addition, it is recommended that they are also credentialed in ATLS and PALS.  This position demands prior experience in a supervisory capacity.

 

            Minimum requirements:

*Doctor of Medicine or Doctor of Osteopathy

*3 years graduate training in accredited residency program

*valid license to practice medicine in the United States

 

            Desirable Qualifications:

*skill in emergency medicine and surgery

*skill in general practice medicine

*ATLS training/certification

*experience in emergency/disaster/military medicine

*formal training in disaster medical services

 

V.  Administrative Officer       

This position is crucial to the smooth operation of the team.  The Administrative Officer is a hands-on manager responsible for managing an administrative team which organizes all the paperwork necessary to such a complex organization.  In addition, the Administrative Officer acts as the immediate liason to our sponsor organization DPH during non-deployment periods.  Further, the Administrative Officer must fully understand all the policies and procedures as to how the DMAT interfaces with NDMS and other disaster organizations.  The Administrative Officer must interpret and be sure the team is in compliance with all DHS, OEP, and NDMS regulations and policies.  During deployment, the Administrative Officer would be charged with overseeing procurement of items necessary for the team’s actions via an interface with the MST.  To this end, necessary skills include those of all management positions, as well as thorough knowledge of all policies of NDMS and DMAT.  It is recommended that the Administrative Officer have 1 year of specialized experience with this type of administration, ideally directly relating to NDMS.

 

VI.  Financial Officer       

The Financial Officer can be a non-deployable person.  This position is dedicated to the financial needs of the team during non-deployment.  In the event the team ever becomes financially separated from our sponsor agency, the Financial Officer would play a major role in maintaining the fiscal integrity of the team.  In the current setup, the Financial Officer will directly interface with a contact point at DPH to assure smooth transition of monies to the team to facilitate activities.  The Financial Officer will also work closely with the Administrative Officer so that during deployment, the Administrative Officer will be able to successfully provision the team as needed via interface with the MST.  Recommended skills would include accounting or business and experience managing money for non-profit organizations a useful bonus.

 

VII.  Member-at-large      

This position is a one year position with no special skill set or specific job description.  Rather, the person filling this position would act as a ‘utility infielder’ performing whatever jobs need to be done at the executive level.  The idea is that the Member-at-large would bring a “common man’s” viewpoint to the Executive Board and allow those without prior experience in disaster management an opportunity to participate in the high-level management of the team.  During deployment, the Member-at-large would act in a position commensurate with their skill set.
