Good morning, Representative Blumenthal, Senator Flexer, Representative Mastrofrancesco, Senator Sampson, Representative Morrin Bello, Senator Slap and members of the Government Administration and Elections Committee. Thank you for the opportunity to provide you with written testimony regarding SB 1186: AN ACT CONCERNING DATA GOVERNANCE AND REQUESTS FOR PUBLIC RECORDS INVOLVING THE CONNECTICUT PRESCHOOL THROUGH TWENTY AND WORKFORCE INFORMATION NETWORK. My name is Danté Bartolomeo, and I am the Commissioner of the Connecticut Department of Labor.

The Connecticut Department of Labor (CTDOL) supports SB 1186 and would like to offer comments specific to Section 4 of the bill, which would require records requests involving Connecticut Preschool through Twenty and Workforce Innovation Network (CP20-WIN) be made to the originating agency.

As the data integration hub for CP20-WIN, CTDOL receives data from multiple state agencies for matching. When this occurs, CTDOL may be “in possession of records responsive to a request” but the data originated and was provided by a separate state agency. CTDOL believes that the appropriate response to an FOI request would be to refer the requestor to the agency that owns the data. Section 4 of this proposal clarifies that process.
