The Animal Population Control Program (APCP) Working Group, established pursuant to Public Act 26‑112, is convened by the Commissioner of Agriculture to evaluate Connecticut’s animal population control program, created under section 22‑380g of the general statutes. The Working Group is responsible for studying the program and developing recommendations to enhance its effectiveness, including strategies to augment and stabilize program funding.

Membership includes:

(1) the Commissioner of Agriculture, or a designee;
(2) the Executive Director of the Connecticut Humane Society, or a designee;
(3) a representative from an animal welfare organization, appointed by the Commissioner;
(4) a representative of the Connecticut Veterinary Medical Association;
(5) a representative from an organization representing animal control officers; and
(6) any additional members the Commissioner deems necessary.

The Commissioner must submit the Working Group’s recommendations to the General Assembly’s Environment Committee by January 1, 2027, in accordance with section 11‑4a of the general statutes.
