The Connecticut Behavioral Health Planning Council is a federally mandated body that advises DMHAS on its application and plans for the Community Mental Health Services (CMHS) Block Grant and the Substance Use, Prevention, Treatment and Recovery Services (SUPTRS) Block Grant.
The Planning Council serves as a forum for communication among individuals, advocates, and state agencies that have a strong interest in issues that affect individuals at-risk for or experiencing mental illness and/or substance use disorders. The Planning Council promotes partnerships among state agencies, providers, families and persons with lived experience in recovery to address the mental health and substance use disorder needs of Connecticut residents.
Who are the Planning Council members?
- Planning Council members include individuals with lived experience and their family members, advocates, service providers, and state agency representatives (Education, Social Services, Vocational Rehabilitation, Housing, Mental Health and Addiction Services)
What are the responsibilities of the Planning Council?
- Review Connecticut’s plans and application for federal block grants;
- Advocate for persons with mental illness and/or substance use disorders and for recovery-oriented and integrated community-based systems of care
- Provide input regarding the allocation and adequacy of mental health and substance use services within Connecticut
