FEMA Individual Assistance (IA) Overview
Under the Robert T. Stafford Act, the Governor can request a Presidential Major Disaster Declaration following a severe natural or manmade disaster. If federal criteria are met, this declaration can release federal assistance into the state.
Assistance to individuals and households is managed under FEMA’s Individual and Households Program (IHP). To qualify, you must live in a county that has been designated for Individual Assistance. FEMA may provide financial and direct services to eligible individuals and households who have uninsured or underinsured losses and serious needs.

- Stay Informed: Monitor the situation to know if resources are available to your and check local media outlets for updates. Visit the DESPP/DEMHS Staying Informed webpage for more resources.
- File Insurance Claims: FEMA is not a substitute for insurance and cannot cover all disaster-related losses. If you have home, renters, or flood insurance, file a claim as soon as possible. Review the State insurance resources and the Connecticut Insurance Department website for additional information.
- Self-Report Damage: The State of Connecticut uses Crisis Track for citizens to self-report damage. *note: self-reporting damage in Crisis Track is NOT a FEMA registration or a guarantee of assistance.*
- Local Emergency Management: Contact your local Emergency Management Director (EMD) for town-specific resources.
