Introduction & Qualifications

Historic preservation projects funded by the Department of Economic and Community Development State Historic Preservation Office (SHPO) with state or federal funds require the use of a consultant who meets the Secretary of the Interior's Professional Qualifications Standards.

Use of Lists

The SHPO maintains lists of such consultants who meet these standards.  These lists are available upon request and are intended only as a guide to locating qualified personnel.  Separate lists are maintained for qualified professionals in the fields of Archaeology, Architectural History, Engineering, Historic Architecture, Historic Landscape Architecture, and History.  These lists should not be considered comprehensive nor should inclusion on one or more of these lists be construed as an endorsement or recommendation by the SHPO of any of the individuals or firms.

Please note that SHPO does not “certify” individuals or firms. Inclusion on this list is at the request of the consultant and is based on information provided to SHPO demonstrating that the consultant meets the Secretary of the Interior’s Professional Qualification Standards.

Requesting a Copy of the List

How to Get Added to the List

In order to request inclusion one or more of these lists, please provide the following to Jonathan Kinney:

  1. Resume or Curriculum Vitae (CV) of individual, or if a firm, a profile of the firm including resumes and CVs of individuals who will be named on the list. The resume or CV must document education or experience that meets the minimum requirements outlined above.
  2. Two work samples from the following list as applicable to your field (can be 2 of the same “product”):
  • Plans and Specifications for the preservation, rehabilitation, or restoration of historic structures.
  • Adaptive reuse or feasibility studies that make recommendations for preserving historic structures.
  • Historic Structure Reports or Condition Assessments of historic structures.
  • Documentation that meets HABS/ HAER standards for recording historic structures.
  • Experience applying the Secretary of the Interior’s Standards for the Treatment of Historic Properties to the review of work on historic structures.
  • Surveys and inventories of cultural landscapes.
  • Documentation of cultural landscapes that meets the Secretary’s Standards for Documentation.
  • Cultural Landscape treatment and maintenance plans.
  • Cultural Landscape Reports.
  • National Register documentation that has resulted in property listings or Determinations of Eligibility
  • Survey reports assessing the significance of historic properties.
  • Plans and Specifications for the preservation, rehabilitation, or restoration of historic structures, such as bridges, dams, canal locks, and for the structural rehabilitation or seismic stabilization of buildings.
  • Adaptive reuse or feasibility studies that make recommendations for preserving or structurally stabilizing historic structures, including bridges.
  • Survey and excavation reports of cultural resource management or Section 106 (or other compliance) projects.

Removal from the List

SHPO reserves the right to remove any consultant from a list in the event that work submitted to the office does not meet the professional standards or does not conform with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Requests to be Put Back on the List

If a firm or individual has been removed from a qualified consultants list and wishes to be put back on the list in the future, that firm or individual may contact the SHPO and provide a portfolio of recent projects that they believe conform with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.  SHPO staff shall review the submittal and determine if that firm or individual may be re-added to the list. Note that removal from the list does not prevent a professional from practicing or seeking and bidding on projects in the State of Connecticut.
