All cities and towns that are part of the Connecticut's Bioscience Enterprise Corridor Zone follow the same 2 phases:Phase 1: Prequalification
To verify the first 3 eligibility requirements:
— the selected facility address is within a State-approved zone,
— the planned manufacturing and/or non-manufacturing activities are according to Statutes, AND
— the project is a business expansion (purchase/lease/construction/substantial renovation) and the minimum capital investment.
1.1 A real property owner and/or prospective tenant business contacts the city's/town's municipal Enterprise Zone coordinator and discusses completing a Preliminary Questionnaire (a form preparing toward a formal application, known as the "pre-app").
1.2 The city/town reviews the pre-app, and transmits it to the State/CT DECD with a memorandum if appropriate.
1.3 When the State approves, the business and its project are deemed "prequalified" to apply to the program. (When not approved, the State sends the prequalification decision writing.)
Phase 2: Application
To verify whether the prequalified business completes capital investment project, and to review for approval of benefits:
2.1. The business (prequalified in Phase 1) provides to the city's/town's Enterprise Zone coordinator the necessary forms with the supplemental documents to complete the formal application.
2.2. The municipality reviews the application package for accuracy, signs the application certification page, and transmits the entire package to the State/CT DECD.
2.3 When the State approves, the business is deemed "certified" to receive zone benefits, and issues a final certification letter to the tenant business, the real property owner, and copies local and State offices. (When not approved, the State explains in writing.)
