
HARTFORD — The Department of Consumer Protection (DCP) has issued a summary suspension of the Electronic Cigarette Dealer registration held by R&R Convenience Smoke LLC (ECD.03612), located at 213 Main Street in Norwalk.
An Electronic Cigarette Dealer (ECD) registration, issued by DCP, authorizes holders to sell, offer for sale or possess with intent to sell an electronic nicotine delivery system or vape delivery system. The ECD registration does not include or allow for the sale of cannabis or cannabis-related products.
This suspension is the result of four separate failed compliance inspections, in collaboration with the Norwalk Police Department, from December 2024 to July 2025 where R&R Convenience was found to be in possession of hundreds of packaged cannabis products, including cannabis flower, THC pre-rolls, vapes, and edibles. During each compliance inspection, NPD officers seized hundreds of illegal cannabis products
“Selling unregulated cannabis products without a license is still a crime in the state of Connecticut, and, no, an ECD credential is not a license to sell cannabis,” said DCP Commissioner Bryan T. Cafferelli.
R&R Convenience Smoke LLC’s Electronic Cigarette Dealer registration is suspended, effective immediately, and no Electronic Nicotine Delivery System sales may be conducted until further written notice from the DCP. The registration was first issued by DCP on May 17, 2024, with the current registration set to expire on February 28, 2026.
