CT Council on Developmental Disabilities
ANNUAL COUNCIL MEETING
September 10, 2018, 10:00 a.m. – 2:30 p.m.

The 221st meeting of the CT Council on Developmental Disabilities was held on Tuesday, September 10, 2019 from 10:00 a.m. to 3:00 p.m. at Beth El Temple in West Hartford, CT.

James Hexter, Council Chair; and Walt Glomb, Director; welcomed everyone to the meeting at 10:00 a.m. From 10:15 a.m. to 12:30 p.m., fifteen minute presentations were given by Council Grantees on their initiatives:
• The Arc Connecticut:  Win Evarts, Executive Director – Update on initiative to create a handbook of services and supports for people with IDD to use to live a great life in the community.
• Disability Rights Connecticut:  Gretchen Knauff, Executive Director – Report on the Partners in Policymaking program, topics covered in the training, and the success of the program. The training was run solely by DRCT this year.
• State Independent Living Council (SILC):  Melissa Marshall, Alliance Coordinator & Disability Policy Consultant & Daria Smith, Executive Director –  Presentation on the CDLA’s mission and vision, meetings, its speakers, presentation topics, Candidates’ Forum, and Friday legislative advocacy calls.
• The Arc Connecticut:  Dianne Bilyak, Project Director –Overview of the new Parents with Cognitive Limitations group initiative, its goals, transportation challenges encountered, and a summary of its activities this year.
• People First of CT:  Martin Podermanski, CEO, Community Navigators; Jossie Torres, Self Advocate Coordinator, DDS & People First Vice President; Ashley, Self Advocate; Steve, Self Advocate from The Arc Southington   – Report on the People First of Connecticut Self Advocacy group meetings, its action plan, and its 2019 Annual Conference. This year’s conference focused on Embracing the Community and featured a presentation by Dr. James Conroy.
• Dr. Linda Rammler, Community Training Director, UCONN University Center for Excellence in Developmental Disabilities Research, Training and Service – Presentation on the Customized Employment initiative, the trainings given by Marc Gold and Associates, and the three components of CE: Discovery; Job Development; and Systematic Instruction. Discussed the future of Connecticut’s Customized Employment Services program.
• PATH/Family Voices of Connecticut:  Carmina Cirioli, Executive Co-Director and Sheri Romblad, Parent to Parent Coordinator & LifeCourse Ambassador – Update on Charting the LifeCourse initiative, their social media impact, and LifeCourse and Listener trainings.
• Dr. Linda Rammler, Community Training Director, UCONN University Center for Excellence in Developmental Disabilities Research, Training and Service – Report on the Post-Secondary Education (previously Think College) initiative, the Higher Education Opportunity Act of 2008; the progress Goodwin College in East Hartford has made in obtaining certification; and the interest other colleges in the state have in the inclusive program.
• PATH/Family Voices of Connecticut - CT KASA (Kids as Self Advocates):  Carmina Cirioli, PATH Executive Co-Director; Samantha Nuss; and Dylan Maldonado, Co-Chair, – Presentation on CT KASA goals; activities and projects; meeting topics; recruitment efforts; the public service announcements they created targeting health care providers who work with people who have developmental disabilities; as well as their participation in a breakout session on LifeCourse planning conducted by Sheri Romblad during the National Family Voices Conference in Washington, DC.; and their visits with Legislators and their staff while at the conference.
 
Following lunch, the official business portion of the Annual Meeting commenced.
 
1. Call to Order:  With a quorum present, James Hexter, Chair, called the meeting to order at 1:02 p.m.
 
2. Approval of Agenda:  April Burke motioned to approve the agenda. Ellen Little seconded the motion. The agenda was approved.
3. Approval of May 14, 2019 Minutes:  Kevin Daly motioned to approve the minutes. The motion was seconded by Joyce Lewis. The minutes were approved. Brenda Stenglein abstained.
4. Approval of July 16, 2019 Minutes:  Joyce Lewis motioned to approve the minutes. The motion was seconded by Antonia Edwards. The minutes were approved. Shelagh McClure and Bryan Klimkiewicz abstained.
5. Nominations and Election of Council Chair and Vice Chair for 2020:  Before the nominations began, Shelagh McClure, Vice Chair, was recognized for her many years of exemplary service to the Council and the years she spent working on behalf of the Council and guiding it as Chair.  Ballots were passed out and the Council voted on the Chair and Vice Chair for the new Council year. James Hexter was reelected as the Council's Chair and Antonia Edwards was elected as Vice Chair.
6. Report from the Council Director on the Budget for 2020:  Walter Glomb discussed the Council’s budget for 2020. He stressed how the Council cannot be used as the sole funding source for any of its grantees. A lengthy discussion took place among Council members regarding the 2020 Budget. A lot of concern was voiced over the amount of funding allocated for the Partners in Policymaking program.
7. Review and Adoption of Budget for FY 2020:  Antonia Edwards, new Vice Chair, asked for a motion to adopt the Budget for 2020 as presented. Joyce Lewis motioned to approve the minutes. The motion was seconded by Brenda Stenglein. The budget was approved.
8. Amendment of the Budget for FY 2020:  Gretchen Knauff moved to amend the motion and change the amount of funding for the Partners in Policymaking program to $95K. There was no discussion on the amendment. All members were in favor. The motion carried and the amendment was passed. Discussion was opened on the floor. Kevin Daly motioned to accept the amended Budget for 2020. Shelagh McClure seconded the motion. The budget was approved unanimously.
9. Adoption of Calendar for 2020:  Gretchen Knauff moved to adopt the calendar. Joyce Lewis seconded the motion. With no discussion, the Council voted unanimously to adopt the calendar. The calendar will be filed with the Secretary of State’s Office.
10. Discussion of Committee Organization:  Walt Glomb, Council Director asked Council members to select a committee to join. The committees are Advocacy, Public Information and Education; Legislative Program and Policy; Proposal Review; and Membership and Support. Gretchen Knauff asked the information be emailed to everyone and they could let the Council Office know their committee of choice. The Council Bylaws will also be sent to Members.
11. Adjourn:  Shelagh McClure made a motion for adjournment. Ellyn Little seconded the motion. The meeting adjourned at 2:55 p.m. The next Council meeting will be held on Tuesday, November 12, 2019 at Beth El Temple in West Hartford.
