CT COUNCIL ON DEVELOPMENTAL DISABILITIES

DRAFT MINUTES OF SPECIAL MEETING

AUGUST 16, 2017

 

The meeting was called to order at 10:00

 

The purpose of the Special Meeting was to discuss and provide guidance on a draft letter to the Governor and Legislative leaders regarding Executive Order 58, and the Governor’s public remarks concerning the impact of that Executive Order.

 

The Governor’s comment regarding the impact of the Executive Order was:

 

“we chose a path that didn’t punish the citizenry for the inability of their government to come to grips with very hard decisions that have to be made.” On Day 41 Without a Budget: New Bus Service to UConn (August 10, 2017) CT Mirror.

 

The letter’s purpose is to object to the Governor’s characterization of the Executive Order as not punishing citizens—when its effects are harsh, and disproportionately punitive on citizens with I/DD, their families and the nonprofit organizations that serve and support them. The options discussed were: (1) send the letter to the Governor, legislative leaders and Jon Slifka, Governor’s Liaison to the Disability Community or (2) send the letter to the Governor, legislative leaders and Jon Slifka, Governor’s Liaison to the Disability Community, and send a copy to the CT Mirror, where the Governor’s comment appeared, asking for it to be published as an op-ed piece.

 

The consensus of the Council was to follow Option 2.
