A disparity study is a formal study conducted by a third-party firm to examine:
- whether there is statistical evidence of discrimination in the award of state contracts
- the number of qualified small and minority-owned businesses eligible for bidding on state contracts
- whether there are intentional or unintentional barriers preventing small and minority-owned businesses from participating in state contracting
