Attorney General Jepsen Names New
Associate AG for Administration and Management
Attorney General George Jepsen has named Assistant Attorney General Antoria D. Howard of Bloomfield as Associate Attorney General for Administration and Management.
Howard, who has served as head of the Office of the Attorney General’s Employment Rights Department since 2011, succeeds Margaret Q. Chapple, who was recently named Associate Attorney General for Litigation. As Associate for Administration and Management, Howard will oversee staff development, professional training and office policies and procedures.
Assistant Attorney General Ann E. Lynch will assume the role of head of the Employment Rights Department. The department defends state agencies and state officials in employment-related litigation and administrative complaints and provides legal advice and guidance to state agencies on employment issues.
“I’m very pleased to announce that Antoria Howard and Ann Lynch will be taking on these new roles within my administration,” Attorney General Jepsen said. “Antoria has been a superb department head, and her leadership and expertise will be an asset in her new role. Ann has extensive litigation experience, and her personal skills and sound judgment will serve the department well.”
A graduate of the University of Connecticut School of Law, Howard worked at the Connecticut Department of Public Health and in private practice before joining the Office of the Attorney General in 1997.
“I am truly honored by this appointment and look forward to continued service to the State of Connecticut,” Howard said.
Also a University of Connecticut School of Law graduate, Lynch joined the office in its Public Safety Department in 1994 after several years in private practice. She joined the Employment Rights Department in October 2012.
“I am both honored and humbled that the Attorney General has asked me to head up the Employment Rights Department, which employs some of the most gifted lawyers in the State of Connecticut,” said Lynch. “I will do my very best to continue the fine work of my predecessors and hope to maintain the department’s highly regarded reputation.”

Howard and Lynch will begin in their new roles on November 1.
