Start by fixing high-impact issues (keyboard access, headings, contrast, alt text, forms, captions), make documents accessible, require WCAG 2.1 AA in vendor contracts with ACR/VPAT evidence, and use free tools (axe, ANDI, NVDA, WebAIM Contrast Checker) to test and maintain compliance.
