The State of Connecticut is not in compliance with the SORNA.  The Office of Policy and Management (OPM), as the primary recipient of these funds, allocates these funds to the Department of Emergency Services and Public Protection (DESPP), the administrative manager of the Sex Offender Registry.

Each year since 2012, the Bureau of Justice Assistance (BJA) has posted a solicitation on their Grants Management System, GMS, for states that are not in compliance with SORNA to apply.  OPM, as the primary recipient, reviews the solicitation and forwards it to the Sex Offender Registry Unit within DESPP.  DESPP and OPM collaborate in preparing the necessary application documents for submission.  The culmination of these documents result in an application submitted by OPM as the primary recipient.
