The Office of Policy and Management serves as the State Administering Agency (SAA) for the distribution of MacArthur Safety and Justice Challenge grant funds in Connecticut.

Connecticut’s MacArthur Foundation SJC grant implementation plan identifies Hartford as the pilot program host city with the following project priorities:

• Developing an alternative to custodial arrest deflection protocol for low-risk, non-violent offenders in need of services to address mental health, substance abuse, and housing needs
• Increasing offender access to substance abuse treatment prior to arrest and expanding medication-assisted therapy programs
• Providing implicit bias training to law enforcement and Court officers
• Implementing arrest and incarceration data extraction services
