The Connecticut Office of Consumer Counsel (OCC) was created by State law in 1975. We’re an independent State agency that speaks up for consumers who use energy, water, and telecommunications services. We make sure customers get fair prices, good and reliable service, and a clean environment. We also help all Connecticut residents enjoy fast, dependable internet. Please note: we speak up for all Connecticut customers. We can’t, however, represent people individually.

Finally, we make sure consumers have a voice in important public utility decisions handled by the Public Utilities Regulatory Authority (PURA).

Our team of lawyers, experts, and support staff works hard to achieve our goals. We speak up for Connecticut residents who use energy, water, and telecommunications services. We can’t, however, give case-by-case legal advice. We also put you in touch with utility help and information. That way, your bills can be more affordable. If we can't help, we put you in touch with agencies that can. Here, you can file a consumer complaint, get involved with PURA, and get help paying bills.

Meanwhile, we speak up for Connecticut utility customers before:

  • PURA
  • FERC
  • State legislature

We also advocate and take legal action in State and Federal courts. Most of all, we serve as the consumer voice at the decision-making table.
