ESF-15 Diverse Communities Outreach Working Group/Task-Force

The Division of Emergency Management and Homeland Security leads a Working Group/Task Force that activates during large scale/long term disasters to ensure we are reaching out to everyone with our messaging and ensure messaging is accessible by as many communities as possible. This group is an action oriented group that develops best practices; assists with special projects; recommends changes and actions to the lead agencies; and, identifies emerging communications needs. During periods of non-disaster this group meets to build capacity, plan and exercise.

Some historical highlights of this group include:

  • Formed in 2014 as the Governor’s Emergency Communications Task Force; developed recommendations to ensure we are reaching out to everyone.
  • Merged into ESF-15 after the Task Force's objectives were completed.
  • Activated during Puerto Rico Response efforts to hurricanes Maria and Irma.
  • Activated for COVID-19 and grown significantly due to long-term activation; Diverse Outreach best practices guide for state, local and PNP partners created.

Diverse Communities Outreach List

This list has been developed to assist state and local partners reach as many people as possible with important crisis related messaging before, during and after a disaster situation. This list should only be used for official communications.
