General Information on EVV Implementation

The Connecticut Department of Developmental Services (DDS) is implementing Electronic Visit Verification (EVV) for services funded by DDS in response to federal requirements set forth in the 21st Century Cures Act (Cures Act). EVV is an electronic system that verifies specific information about the services provided. In accordance with the Cures Act, the DDS EVV system will:

  • Identify the individual receiving the service
  • record the date of the service
  • the time the service started and ended
  • the person who provides the service
  • the location of the service
  • service documentation

The EVV requirement will apply to agency providers and individuals that hire their own staff.

In the upcoming months, the Department of Developmental Services will be working alongside the Department of Social Services and DXC Technologies to develop and implement the EVV system with Sandata Technologies, LLC. 

Anticipated outcomes include:

  • Promote quality outcomes for individuals (Quality of Care)
  • Reduce administrative burden associated with hard copy timesheets in Self-Direction
  • Increase billing accuracy and contain costs. (Program Integrity)
  • Compliance with the 21st Century Cures Act
