For In-Ground pools and spas, SPB type:
Pool and Spa Licenses and Scope of Work
Full-Service Pool and Spa Contractor:
A full-service Pool and Spa Contractor must have a Builder (SPB) AND the Pool and Spa Maintenance & Repair (SP-1) licenses to engage in both areas.
Requirements:
SPB:
- Copy of certificate for proof of class: "Certified Building Professional" from the Pool and Hot Tub Alliance. More information at www.phta.org
- Proof of experience: Provide proof of a minimum of five years experience under the supervision of a licensed Swimming Pool Builder (SPB) or equivalent experience and training.
Letters from employers must be on company letterhead and must be notarized.
If you performed this work as a contractor/business owner, you must submit a work history/resume that includes a specific detailed description of your work experience as it relates to the scope of work of the SPB license. - Proof of Home Improvement Contractor (HIC) Registration: Provide proof of HIC registration that is held by you (the applicant) or your employer.
Provide a written statement that you (the applicant) shall maintain a HIC registration OR work for an employer that holds such a registration.
- Copy of the certificate for proof of class: “Certified Pool & Spa Service Technician” OR “Certified Pool & Spa Maintenance Specialist” from the Pool and
Hot Tub Alliance. www.phta.org - Letter from employer(s) including dates of employment and a detailed description of work experience as it relates to the scope of work of the SP-2 license. Letters must be on company letterhead and must be notarized.
SP-1 requirements:
- Copy of your SP-2 license. This license must have been held for a minimum of two years to qualify for the SP-1.

Reinstatement:
A trade license may be reinstated, provided a completed reinstatement form and all applicable fees are submitted not later than three (3) years after the date of expiration of the license.
Please note, if your trade license has expired for more than three (3) years you must reapply and retest.
To complete the reinstatement online:
- If you have your User ID and Password, please go to www.elicense.ct.gov to access your account.
- You may request your User ID and Password by emailing the following information to dcp.online@ct.gov:
- Name
- License Type
- License Number
- Email Address
