Welcome to the CT Department of Transportation’s webpage for State Project No. 0040-0148, replacement of the bridge carrying Route 149 over Dykas Brook in the Town of East Haddam.

A Virtual Public Information Meeting (VPIM) was held for the project on July 18, 2023. The recording of that event can be accessed at the Virtual Public Information Meeting Video Library. Scroll down that page to find the video.

The video is also available on this YouTube Channel. portal.ct.gov/ctdotvpimarchive

Report of Meeting from Virtual Public Information Meeting can be viewed here.

The purpose of the project is to address structural deficiencies of Bridge No. 02698 by designing and constructing a replacement bridge that meets all current design standards.  The need for this project stems from structural deficiencies identified in the bridge inspection report which assigns a Structural Evaluation rating of 4 (poor) to the structure.

There are right-of-way impacts anticipated with the proposed improvements.  These impacts include temporarily relocating a residential driveway and temporary construction easements on each side of the bridge.

Construction is anticipated to begin fall of 2025 based on the availability of funding, acquisition of rights-of-way, and approval of environmental permit(s).  The estimated construction cost for this project is approximately $4,600,000.  This project is anticipated to be undertaken with 80% Federal funds and 20% State funds.

The proposed project plans can be viewed here.

The Public Meeting Notice can be found here.

Please note that the project email previously posted will not be monitored at the conclusion of the Virtual Public Information Meeting. Questions should be addressed to Customer Care at, DOT.CustomerCare@ct.gov, please include the project number when making inquiries.
