Statewide Healthcare Facilities and Services Plan Takes Effect March 15, 2025

(HARTFORD, CT) - The Office of Health Strategy has published the Statewide Health Care Facility and Services Plan. The Plan and accompanying inventory, effective March 15, 2025, serve as advisory documents and a blueprint for health care delivery in Connecticut. The Plan provides a resource for policymakers to understand the Connecticut health care landscape and context for the state of the health system overall. It also includes information and guidelines that serve as a reference in OHS’s Certificate of Need applications as set out in Conn. Gen. Statute §19a-639(a)(2).

“The Statewide Health Care Facility and Services Plan is critical to effective health systems planning in our state,” said Deidre S. Gifford, MD, MPH, commissioner of OHS. “This Plan provides the framework for how we assess and establish need for health care services and facilities in communities with diverse needs. The Plan references established clinical guidelines to ensure high quality care and communicates a consistent set of standards to providers to support an objective and transparent CON process.”

A draft of the Plan was published in June 2024 for public comment. OHS conducted stakeholder forums, including consumers, hospitals, surgery centers, physician and other providers, and other outreach efforts to encourage input and feedback. The final Plan incorporates stakeholder views and guidance, as well as data updates. “This Plan represents the first major update in more than 10 years, and we are grateful to the healthcare consumers, the hospital and health systems, the physicians, the behavioral health providers, the radiologists and others who shaped the final product,” said Gifford.

The Plan includes standards/guidelines/methodologies for Acute Care Bed Need, Outpatient Surgery, Cardiac Services, Imaging Services/Equipment, Behavioral Health and Substance Use Disorder Treatment, and Labor and Delivery Services that are also utilized in the Certificate of Need review process.
