The Connecticut Office of Health Strategy (OHS) must develop new annual cost growth benchmark and primary care spending target values for the years 2026 – 2030 by July 1, 2025 pursuant to Conn. General Statute §19a-754g. Connecticut established the Healthcare Benchmark Initiative, administered by OHS in 2020 to lower healthcare spending growth, enhance investment in primary care and ensure healthcare quality. The initiative established cost growth and quality benchmarks as well as primary care spending targets for 2021-2025 and has reported annually on payer and provider performance against these benchmarks.
Solicitation for Public Comment
OHS invites the public to provide comments on the proposed measures detailed in the Healthcare Benchmarks Initiative Proposed 2026-2030 Benchmarks and Technical Team Recommendations report and in the Healthcare Benchmark Initiative Proposed Quality Benchmarks document. Written comments must be received by the Office of Health Strategy by June 30, 2025, attention:

OHS will also accept public comment, and conduct both a public hearing on June 23, 2025 and virtual listening session on June 16, 2025 on these proposed benchmarks before the final recommendations will be issued by July 1, 2025.
