Gary Anderson, Commissioner, Massachusetts Division of Insurance

Gary D. Anderson was appointed Commissioner of the Massachusetts Division of Insurance by the Governor of Massachusetts on 31 October 2017. He has oversight of the Massachusetts insurance market, which has historically ranked near the top ten largest insurance markets in the US and is the 27th largest insurance market in the world.

Commissioner Anderson joined the Massachusetts Division of Insurance as its First Deputy Commissioner in February of 2014. His responsibilities included strategic planning and policy development for all aspects of the agency, while assisting in decision-making and policy development in matters involving all lines of insurance and developing and advocating legislative and policy priorities for the Administration.

His insurance experience began in 1999 with a regional carrier in the northwestern United States. Just prior to his role as the First Deputy, Commissioner Anderson served as a Policy Advisor and Senior Counsel in the Massachusetts State Senate President’s office, where he was involved in a number of policy areas, from the state’s broad efforts to control healthcare costs to all matters affecting the financial services sector.

Commissioner Anderson serves on the National Association of Insurance Commissioners (NAIC) Executive Committee, Government Relations Leadership Council, Financial Regulation Standards and Accreditation (F) Committee, Audit Committee and has Chaired the NAIC International Insurance Relations (G) Committee since 2019. Commissioner Anderson also serves on the International Association of Insurance Supervisors (IAIS) Executive Committee and Chairs the IAIS Policy Development Committee (PDC).

Commissioner Anderson is a graduate of Idaho State University and Albany Law School at Union University.


Rachel Davison
Deputy Commissioner, Massachusetts Division of Insurance

Rachel Davison joined the Massachusetts Division of Insurance as Deputy Commissioner and General Counsel in November 2015. The Division administers and enforces the laws of the Commonwealth for the protection of the insurance consumer through the regulation of the insurance industry. As General Counsel, Rachel provided legal advice to the Commissioner of Insurance and Division staff, was responsible for overseeing the development and drafting of legal interpretations and regulatory guidance, supervised adjudicatory and administrative hearings and appeals, and helped address questions from consumers as well as executive and legislative branch members about the laws governing the Massachusetts insurance market.

In March 2020, Rachel was promoted to First Deputy Commissioner. As First Deputy Commissioner, Rachel serves as the senior advisor to the Commissioner for strategic planning and policy development for all aspects of the agency. She supports the Commissioner in overseeing agency operations, including identifying and advocating legislative and policy priorities, facilitating effective recruitment plans and staff training programs, assisting in agency budget planning and allocation, and responding to agency HR and operational issues. Rachel also works with the Commissioner in the development and implementation of insurance regulatory standards, both domestically through the National Association of Insurance Commissioners (NAIC) and internationally through the International Association of Insurance Supervisors (IAIS), to ensure that the interests of Massachusetts consumers are protected and there is a level-playing field for insurers that operate in the Commonwealth.

Rachel came to the Division from the private sector, where she was a partner at Morrison Mahoney LLP, and, just prior to joining the Division, at Lewis Brisbois Bisgaard and Smith LLP. In private practice, she advised clients on complex insurance coverage disputes and intellectual property protection, provided counsel on corporate structures and transactions, and assisted with navigating regulatory requirements. She is a graduate of Rutgers College and Suffolk University Law School.


Misal Panchal, Financial Analysis & Compliance Unit

Misal is currently a first level Supervising Examiner in the Financial Analysis & Compliance Unit of the Financial Regulation Division at the Connecticut Insurance Department. He works in reviewing quarterly, annual and holding company analysis and transactions of a variety of insurers including P&C, Life/Health, and HMOs and overall complex insurance groups. Misal also runs and coordinates weekly training sessions within the unit and is involved in various working groups at the NAIC. Misal started at the Department as an Accounting Careers Trainee in 2015. Prior to that, he worked as a Staff and Junior Accountant at various local CPA firms. Misal is a Licensed Certified Public Accountant in the State of Connecticut and currently serves on the Nominating Committee and Advisory Council of the Connecticut Society of Certified Public Accountants and on the Board of the Institute of Management Accountants – Hartford Chapter.


Maureen Bowman - International Business Insurance, Travelers

Maureen Bowman is the International Business Development lead at Travelers Insurance. In her 17 years at Travelers, Maureen has held diverse roles in corporate finance, investor relations, sales, underwriting and strategy. Maureen started her career at Travelers as a field underwriter in Bond and Specialty Insurance in the Southern US, then transitioned into finance and graduated from the Finance Leadership Development Program. For the past five years she has held various leadership roles in International, working in Canada, Brazil and the United Kingdom. Today she works with Travelers Canadian Business Insurance organization focused on delivering profitable growth and distribution strategy.

Maureen is a graduate of The University of Georgia in Athens, GA where she graduated with a B.S. in Risk Management & Insurance. She also holds a Chartered Property Casualty Underwriter (CPCU).
