STATE POLICE PROMOTE NINE TROOPERS
(MIDDLETOWN, CT – May 25, 2018) – The Connecticut State Police promoted nine Troopers during a ceremony at State Police Headquarters today.
Dr. Dora B. Schriro, Commissioner of the Department of Emergency Services and Public Protection, formally promoted the Troopers during the event. Governor Dannel Malloy and Lt. Governor Nancy Wyman also attended and addressed the promotees.
The following persons were promoted:
Captain Marianne Daly Captain Daly was promoted from Lieutenant and has accepted a new assignment as Executive Officer of the Bureau of Special Investigations. A Trooper for 34 years, she most recently was Commanding Officer at Troop L in Litchfield. Captain Daly has held numerous positions during her career, including Troop G in Bridgeport, Troop B in North Canaan. She has also been Commanding Officer of Grants Administration, Special Investigations and the Accreditation Unit. Captain Daly earned a B.S. in Justice & Law Administration from Western CT State University and is a graduate of the UConn School of Business Public Safety Management Program. She also completed the National Academy of the Federal Bureau of Investigation.
Lieutenant Mark Davison Lt. Davison was promoted from Sergeant and will be Commanding Officer at Troop L in Litchfield. A Trooper for a dozen years, Lt. Davison most recently served in the Western District Major Crime Squad; he previously served at Troop G in Bridgeport. He has earned a Medal for Meritorious Service and two Unit Citation Awards. Sgt. Davison is a graduate of the U.S. Naval Academy, where he earned a B.S. in Engineering, and the University of New Haven, where he earned a master’s degree in Forensic Science; he is also a Certified Bloodstain Pattern Analyst and a Crime Scene Reconstructionist. Prior to becoming a Trooper, he served eight years in the U.S. Marine Corps.
Lieutenant Jack Goncalves Lt. Goncalves was promoted from Master Sergeant and most recently was the Executive Officer at Troop G in Bridgeport. He will now be Commanding Officer at Troop G in Bridgeport. Lt. Goncalves has been a Trooper for 21 years and has served at Troop A in Southbury, Troop G and Troop L in Litchfield. He has earned the agency’s Medal for Meritorious Service and Medal for Outstanding Service. Lt. Goncalves earned both a bachelor’s and master’s degree at the University of New Haven.
Lieutenant Eric T. Mullai Lt. Mullai was promoted from Master Sergeant and will now serve at Troop I in Bethany as Commanding Officer. Prior to his promotion, he served as Executive Officer at Troop A in Southbury. During his 21-year career with the State Police, Lt. Mullai has served at Troop A in Southbury and Troop G in Bridgeport. He holds a bachelor’s degree from Fairfield University, an MBA from the University of Connecticut and an MA in National Security and Strategic Studies from the U.S. Naval War College. He retires this month at the rank of Colonel in the Army Reserve, where he served 32 years; his position made him commander of the largest Military Police Brigade in the U.S. Army Reserve.
Lieutenant Christopher S. Sharland Lt. Sharland was promoted from Master Sergeant and has been assigned to be Commanding Officer at Troop K in Colchester. A veteran Trooper for more than 25 years, he has served at Troop C in Tolland, Troop D in Danielson, Troop K in Colchester and in the Casino Unit. During his career, he has earned a Medal for Lifesaving and a Unit Citation Award. He previously served in the U.S. Army.
Master Sergeant Stephen Cabelus M/Sgt. Cabelus was promoted from Sergeant and will be Executive Officer of Troop A in Southbury. During his 18-year career at State Police, he has served at Troop A, Troop G in Bridgeport and Troop I in Bethany. He was also Resident Trooper in New Fairfield and served in the Communications Center at Headquarters. M/Sgt. Cabelus holds a degree in Criminal Justice and is a veteran of the U.S. Air Force.
Master Sergeant Daniel W. Deptula, Jr. M/Sgt. Deptula was promoted from Sergeant and most recently served at Troop C in Tolland. With his promotion, he will now be Executive Officer at Troop C. A Trooper for nearly 20 years, he has been patrol trooper at Troop D in Danielson, Troop K in Colchester and Troop C. In addition, he has been a detective with the Eastern District Major Crime Squad. During his tenure at State Police, he has earned a Medal for Meritorious Service, two Medals for Outstanding Service and three Unit Citation Awards. M/Sgt. Deptula holds an Associate Degree in Criminal Justice and a Bachelor’s Degree in Sociology. Prior to becoming a Trooper, he was a Police Officer in Berlin.
Master Sergeant Todd Fedigan M/Sgt. Fedigan was promoted from Sergeant and will now serve as Executive Officer at Troop B in North Canaan. He most recently was assigned to Troop H in Hartford. A Trooper for 12 years, he previously served at Troop B and was part of the 2008 Hartford Safe City Initiative. M/Sgt. Fedigan has earned three Unit Citations from the State Police. He earned a bachelor’s degree in psychology from the University of Albany.
Master Sergeant John Mesham M/Sgt. Mesham was promoted from Sergeant and will now be Executive Officer at Troop G in Bridgeport. During his 18 years with State Police, M/Sgt. Mesham has served at Troop F in Westbrook , Troop E in Montville and as Essex Resident Trooper. He has earned two Medals for Meritorious Service and a Unit Citation Award from the agency. A veteran of the U.S. Marine Corps, he previously served in the Guilford Police Department.
