TROOPERS PROMOTED DURING
The Connecticut State Police promoted State Troopers during a ceremony at the Department of Public Safety Headquarters on Friday, February 2, 2007.
Department of Public Safety Commissioner Leonard C. Boyle formally promoted four troopers to the rank of Lieutenant and five to the rank of Master Sergeant during the ceremony.
The following persons were promoted:
Lieutenant Francis Conroy Lieutenant Conroy was promoted from Master Sergeant and has been assigned as The Commanding Officer of Troop C in Tolland. Lt. Conroy has been a Connecticut State Trooper for 22 years serving most of his career at Troop D in Danielson. He most recently served as the Executive Officer at Troop E. during his career he has been awarded four Meritorious Service Awards, one Outstanding Service Award and one Unit Ccitation Award. He resides in
Lieutenant Thomas Heinssen Lt. Heinssen was promoted from Master Sergeant and has been assigned to Fleet Operations. He most recently served as Executive Officer of Troop F in Westbrook. A Trooper for nearly 19 years, Lt. Heinssen has earned two awards for Meritorious Service, two awards for Outstanding Service and three Unit Citation awards. He has also received a Distinguished Service Award and a Merit Award from the Hartford Police Department. He lives in Old Saybrook.
Lieutenant J. Paul Kenefick Lieutenant Kenefick was promoted from Master Sergeant and has been assigned to the Internal Affairs Unit. He most recently served at Troop W in Windsor Locks. A member of the department for more than 16 years, Lt. Kenefick has earned two awards for Meritorious Service and one Unit Citation award. He lives in
Lieutenant Michael Spellman Lieutenant Spellman was promoted from Master Sergeant and has been assigned as the Commanding Officer of the Casino Unit. A State Trooper for 20 years, Lt. Spellman has earned one Medal for Lifesaving, three medals for Outstanding Service and two Unit Citation awards. He received a B.A. from
Master Sergeant Barbara Festa Master Sergeant Barbara Festa was promoted from Sergeant and has been assigned to Troop G in
Master Sergeant Michael Hofbauer Master Sergeant Hofbauer was promoted from Sergeant and has been assigned to Troop F in Westbrook. A Trooper for more than 16 years, M/Sgt. Hofbauer has earned two awards for Meritorious Service. He recently earned a bachelor’s degree from
Master Sergeant Randolph Howell Master Sergeant Howell was promoted from Sergeant and has been assigned to Troop A in Southbury. He has been with the Connecticut State Police for 29 years and has earned an award for Meritorious Service. M/Sgt. Howell previously served as commanding officer of the State Police Polygraph Unit. He is a member of Men & Women for Justice and the National Black State Troopers Coalition. M/Sgt. Howell lives in
Master Sergeant Michael Nockunas Master Sergeant Nockunas was promoted from Sergeant and has been assigned to Troop E in
Master Sergeant Charles York Master Sergeant York was promoted from Sergeant and has been assigned to Troop D in Danielson. He has been with the State Police for more than 21 years and has earned an award for Meritorious Service and a Unit Citation award. M/Sgt. York resides in Tolland with his family.
