STATE POLICE MAKE IDENTIFY THEFT ARREST
On August 28, 2006, State Police Detectives assigned to the Department of Public Safety, Division of Scientific Services, Computer Crimes and Electronic Evidence Laboratory received a complaint and initiated a criminal investigation regarding identity theft, and theft of credit card information. The victim reported that on 08/25/06, her personal credit card information was stolen and used to make several unauthorized Internet purchases.
The Computer Crimes Unit criminal investigation focused on the identity theft. During the course of the investigation, State Police Detectives discovered that the suspect had utilized a public computer terminal to make unauthorized Internet purchases. State Police Detectives seized the computer as part of the investigation. A comprehensive computer forensic examination was conducted by the Computer Crimes Unit and revealed critical information linking the suspect to several unauthorized Internet purchases.
A check of the suspect’s last place of employment revealed that accused Dugan worked in Newington as a computer systems administrator. State Police Detectives determined that that the suspect had remotely accessed his former employers computer, and was secretly accessing customer credit card information utilizing that information to make unauthorized Internet purchases.
The State Police Computer Crimes Investigators on 09/26/06 placed the accused under arrest. Dugan is presently being held at MacDougall-Walker Correctional Institution in Suffield, CT. Dugan will appear at GA-15 on 10/10/06. His bond is set at $100,000.
