                  STATE POLICE COMPUTER CRIMES DETECTIVES 
                           
               MAKE I.D. THEFT ARREST

On August 28, 2006, Connecticut State Police Detectives assigned to the Department of Public Safety, Division of Scientific Services, Computer Crimes and Electronic Evidence Laboratory received a complaint and initiated a criminal investigation regarding identity theft, and theft of credit card information. The initial investigation led to the arrest of accused Raymond Clifford Dugan, DOB 12/19/65, of 15 Woodsedge Drive Apt 3C, Newington, CT on09/28/06.

During the continued criminal investigation State Police Detectives developed additional victims of Identity theft and thefts of credit card.  These victims were identified by Connecticut State Police Investigators in Ohio, Louisiana, North Dakota, New York and New Jersey.

On 10/10/06, an additional arrest warrant was obtained from Superior Court GA#15 in New Britain served on accused Raymond Clifford Dugan for the Ohio victim.

ARRESTED: DUGAN, Raymond Clifford     DOB: 12/19/65

CHARGES:     Computer Crime in the fifth degree 53a-256

                   Illegal use of credit card 53a-128d

                   Identity Theft 53a-129a

Raymond Clifford Dugan was arraigned on these additional charges on 10/10/06 at GA 15 Superior Court in New Britain.  Dugan is presently being held at MacDougall-Walker Correctional Institution in Suffield, CT.

State Police Detectives are continuing this investigation.
