Whitney Welch is a Grants Management Specialist with FEMA Region I within the Mitigation Division, Hazard Mitigation Assistance (HMA) Branch where she is the regional point for the Flood Mitigation Assistance (FMA) program and supports the Pre-Disaster Mitigation (PDM) program and Building Resilient Infrastructure and Communities (BRIC) program.

Prior to joining FEMA in January 2021, Whitney worked for State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management where she held positions as the State Hazard Mitigation Officer and State Hazard Mitigation Planner.
