Jennifer Gardner
Ms. Gardner is the Catastrophe Risk and Resilience Research Manager in the Catastrophe Modeling Center of Excellence (COE). Jennifer joined the National Association of Insurance Commissioners in 2011, working on the State-Based-System with a focus on technology development to support insurance regulation. In 2012, she joined the Property Casualty Regulatory Services Division where she assisted the NAIC and its members in conducting research and statistical analysis. She oversaw various market share and statistical publications, including the Profitability By Line By State Report and the Competition Database Report. Jennifer has supported numerous property and casualty committee groups spanning various topics such as statistical data reporting, crop insurance, title insurance, the sharing economy, and climate risk and resilience. She developed a data collection and reporting mechanism to assist state insurance regulators in the aftermath of catastrophic events to determine the total claims and losses generated by the event.
In her current role within the COE, Jennifer is responsible for conducting applied research utilizing catastrophe models to address regulatory concerns within state insurance markets. Additionally, she coordinates with resiliency partners to identify opportunities for state insurance departments to engage in adaptation measures to reduce the risk of loss to the built environment.
The Catastrophe Modeling Center of Excellence within the NAIC’s Center for Insurance Policy and Research was established in July 2022 to provide regulators with technical expertise regarding catastrophe models, tools, and information to effectively regulate their markets.
Jennifer holds a bachelor’s in business administration with an emphasis in finance from the University of Missouri-Kansas City, a Chartered Property Casualty Underwriter (CPCU) designation and an Associate in Data Analytics (AIDA).
