BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Chairman Diane Whitney called the meeting to order at 10:03am.
Chairman Whitney read the Introductory Statement and called the roll call. Five appellants were present, three appellants failed to appear. Four Local Issuing Authorities were present along with the State.
Board Members Present: Chairman Diane Whitney, Esq., Dr. Cynthia Conrad, Elbert Gray, Det. Gudrun Johnson, Col. Chris Lewis, Col. Kyle Overturf, and Chief Carl Rosensweig,
Board Members Absent: Stephen Sanetti, Esq.
Chairman Diane Whitney administered the oath to all witnesses individually.
Hearings: Eight cases were heard in the following order:
1) Case No. 23-635-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Cpt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell Higgins, Department of Emergency Services and Public Protection.
Withdrawal: The appellant withdrew his case.
2) Case No. 23-636-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. George Stamatien represented the Local Issuing Authority, Chief Jay DelGrosso, Stonington Police Department.
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Vote was 7-0 in favor of the Local Issuing Authority.
3) Case No. 23-762-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Cpt. Doug Sauve represented the State Issuing Authority, Commissioner Ronnell Higgins, Department of Emergency Services and Public Protection.
Motion: Board Secretary Col. Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Det. Johnson, motion passed unanimously.
4) Case No. 23-603-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Jon Famia represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department with 2 witnesses.
Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Det. Johnson, motion passed unanimously.
5) Case No. 23-599-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Deputy Chief Kevin Samperi represented the Local Issuing Authority, Chief Edward Reynolds, Hamden Police Department.
Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Det. Johnson, motion passed unanimously.
6) Case No. 23-531-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman with 2 witnesses. DESPP Cpt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell Higgins, Department of Emergency Services and Public Protection with 2 witnesses.
Decision: By a majority decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Chairman Whitney, Mr. Gray, Det. Johnson, Col. Lewis, Col. Overturf, and Chief Rosensweig voted in favor of the State Issuing Authority. Dr. Conrad voted in favor of the Appellant. Vote was 6-1 in favor of the State Issuing Authority at this time.
Mr. Gray left the hearing.
7) Case No. 23-741-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with one witness. DESPP Cpt. Doug Sauve represented the State Issuing Authority, Commissioner Ronnell Higgins, Department of Emergency Services and Public Protection with one witness (AP).
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.
8) Case No. 23-640-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Deputy Chief Kevin Samperi represented the Local Issuing Authority, Chief Edward Reynolds, Hamden Police Department.
Withdrawal: The appellant withdrew his case, Hamden will issue.
Secretary’s Report:
Board Secretary Col. Overturf made a motion to accept the minutes from March 13, 2025, seconded by Col. Lewis. motion carried. Dr. Conrad and Ms. Johnson abstained. Vote 4-2 to approve.
