Call to Order

Acting Chairman Stephen Sanetti called the meeting to order at 10:06am.

Acting Chairman Sanetti read the Introductory Statement and called the roll call.  Eight appellants were present, four appellants failed to appear. Five Local Issuing Authorities were present along with the State.

Board Members Present:. Acting Chairman Stephen Sanetti, Esq., Dr. Cynthia Conrad, Col. Chris Lewis, Col. Kyle Overturf, and Chief Carl Rosensweig.

Board Members Absent: Chairman Carolyn Futtner, Esq., Elbert Gray and Det. Gudrun Johnson

Acting Chairman Stephen Sanetti, Esq. administered the oath to all witnesses.

Hearings: Ten cases were heard in the following order:

1) Case No. 22-638-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman.  Trp. Megan Jenney represented the Local Issuing Authority, First Selectman Irene Haines, East Haddam Town Office

Continued: This case has been continued to March 21, 2024.

2) Case No. 22-624-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. John Femia represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department.

Withdrawal: The appellant withdrew his case.

3) Case No. 22-127-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Lt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell A. Higgins, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 5-0 for the State Issuing Authority.

4) Case No. 22-529-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Lt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell A. Higgins, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 5-0 for the State Issuing Authority.

5) Case No. 22-527-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Lt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell A. Higgins, Department of Emergency Services and Public Protection with one witness, if needed.

Motion: Board Secretary Kyle Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Col. Lewis, motion passed unanimously Vote was 5-0 in favor of the motion.

6) Case No. 22-513-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear along with Atty. Zingaro. DESPP Lt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell A. Higgins, Department of Emergency Services and Public Protection with one witness, if needed.

Motion: Board Secretary Kyle Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Col. Lewis, motion passed unanimously Vote was 5-0 in favor of the motion.

7) Case No. 22-426-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Lt. Douglas Sauve represented the State Issuing Authority, Commissioner Ronnell A. Higgins, Department of Emergency Services and Public Protection with one witness, if needed.

Motion: Board Secretary Kyle Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Col. Lewis, motion passed unanimously Vote was 5-0 in favor of the motion.

8) Case No. 22-714-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Daniel Bontempo represented the Local Issuing Authority, Chief Eric Osanitsch, Windsor Locks Police Department.

Motion: Board Secretary Kyle Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Col. Lewis, motion passed unanimously Vote was 5-0 in favor of the motion.

9) Case No. 23-711-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Joseph Ficacelli represented the Local Issuing Authority, Chief Mack Hawkins, East Hartford Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Vote was 5-0 in favor of the Local Issuing Authority.

10) Case No. 22-718-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Lt. Joseph Ficacelli represented the Local Issuing Authority, Chief Mack Hawkins, East Hartford Police Department.

Withdrawal: The appellant withdrew her case.

 

Secretary’s Report:

Board Secretary Overturf made a motion to accept the minutes from December 14, 2023, seconded by Dr. Conrad. motion carried. Col. Lewis abstained. Vote 4-0-1 to approve.
