SPECIAL MEETING

Call to Order

Chairman Carolyn Futtner called the meeting to order at 10:10am.

Chairman Futtner read the Introductory Statement and called the roll call.  Two appellants were present, one appellant failed to appear. Two Local Issuing Authorities were present, one Local Issuing Authority failed to appear.

Board Members Present: Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Col. Chris Lewis, Col. Kyle Overturf, and Stephen Sanetti, Esq.

Board Members Absent: Elbert Gray, Det. Gudrun Johnson, and Chief, Carl Rosensweig

Chairman Carolyn Futtner administered the oath to all witnesses individually.

Hearings: Three cases were heard in the following order:

1) Case No. 22-509-D, involving the constructive denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. William Bernabucci represented the Local Issuing Authority, Chief William Baldwin, Torrington Police Department.

Motion: After a discussion with Torrington about the Appellant resubmitting the old application, Board Secretary Col. Overturf made a motion for the Appellant, Motion was seconded by Atty. Sanetti, motion passed unanimously. Vote was 5-0 in favor of the Appellant.

2) Case No. 22-514-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Asst. Corporation Counsel Mary Pokorski represented the Local Issuing Authority, Chief Matthew Marino, New Britain Police Department with one witness.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered New Britain to issue the permit. Vote was 5-0 in favor of the appellant.

3) Case No. 22-559-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  No one was there to represent the Local Issuing Authority, Chief Brian Gould, Bristol Police Department.

Motion: Dr. Conrad made a motion to mark off this case due to the Issuing Authority and appellant failing to appear for this hearing, seconded by Col. Overturf, motion passed unanimously. Vote was 5-0 to mark this case off. 

Secretary’s Report:

Board member Atty. Sanetti made a motion to accept the minutes from September 7, 2023, seconded by Dr. Conrad, motion carried.

Adjournment: Board Secretary Col. Overturf made a motion to adjourn, seconded by Board member Col. Lewis, motion carried. Meeting ended at 11:15am.
