BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Carolyn Futtner called the meeting to order at 10:06am.

Chairman Futtner read the Introductory Statement and called the roll call.  Three appellants were present, one Local Issuing Authority were present, two Local Issuing Authorities did not appear.

Board Members Present: Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Elbert Gray, Col. Kyle Overturf, Chief, Carl Rosensweig, and Stephen Sanetti, Esq.

Board Members Absent: Det. Gudrun Johnson and Col. Chris Lewis,

Chairman Carolyn Futtner administered the oath to all witnesses.

Hearings: Three cases were heard in the following order:

1) Case No. 22-213-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.   Lt. Matthew Solak represented the Local Issuing Authority, Chief Paul Hussey, Willimantic Police Department.

Withdrawal: The appellant withdrew his case.

2) Case No. 22-447-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  No one was there to represent the Local Issuing Authority, Chief William Darby, Manchester Police Department.

Motion: Board Secretary Col. Overturf made a motion for the appellant, by default, due to Manchester failing to appear. Motion was seconded by Atty. Sanetti, motion passed unanimously, 6-0 in favor of the appellant. 

3) Case No. 22-592-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  No one was there to represent the Local Issuing Authority, Chief Erik Costa, Middletown Police Department.

Motion: Board Secretary Col. Overturf made a motion for the appellant, by default, due to Manchester failing to appear. Motion was seconded by Mr. Gray, motion passed unanimously, 6-0 in favor of the appellant. 

 

 

Secretary’s Report:

Board member Dr. Conrad made a motion to accept the minutes from November 2, 2023, seconded by Mr. Gray. motion carried. Col. Overturf and Atty. Sanetti abstained. Vote 4-0-2 to approve.

 

Old Business: None

 

New Business: Approval of the 2024 hearing schedule.

 

Adjournment: Board Secretary Overturf made a motion to adjourn seconded by Board member Chief Rosensweig, motion carried. Meeting ended at 10:32am.
