Call to Order

Chairman Carolyn Futtner called the meeting to order at 10:05am.

Chairman Futtner read the Introductory Statement and called the roll call.  Nine appellants were present, two appellants failed to appear. Seven local Issuing Authorities were present along with the State.

Board Members Present: Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Mr. Elbert Gray, Col. Chris Lewis, Chief Carl Rosensweig, and Stephen Sanetti, Esq.

Board Members Absent: Ms. Gudrun Johnson and Col. Overturf

Chairman Carolyn Futtner administered the oath to all witnesses.

Hearings: Eleven cases were heard in the following order:

1) Case No. 21-842-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Legal Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his case.

2) Case No. 23-324-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.

3) Case No. 22-256-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Lt. Matthew Solak represented the Local Issuing Authority, Chief Paul Hussey, Willimantic Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Willimantic to issue the permit.  Vote was 6-0 in favor of the appellant.

 

4) Case No. 21-505-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Glenn M. Conway, Esq. DESPP Legal Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.

5) Case No. 22-107-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. TFC Kevin Eklund represented the Local Issuing Authority, Tolland Resident Troopers Office.

Motion: Board member Chief Rosensweig made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Col. Lewis, motion passed unanimously

6) Case No. 22-222-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Daniel Bontempo represented the Local Issuing Authority, Chief Eric Osanitsch, Windsor Locks Police Department.

Motion: Board member Chief Rosensweig made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Mr. Gray, motion passed unanimously.

7) Case No. 22-240-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Kenneth Keroack represented the Local Issuing Authority, Chief Fernando Spagnolo, Waterbury Police Department.

Withdrawal: The appellant withdrew his case.

8) Case No. 22-237-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department with one witness.

Continued:  This case has been continued to August 17, 2023.

9) Case No. 20-818-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Legal Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority. 

 

10) Case No. 22-277-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department with one witness.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bridgeport to issue the permit.  Vote was 6-0 in favor of the appellant.

11) Case No. 22-327-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Jeffrey Lampson represented the Local Issuing Authority, Chief Eric Osanitsch, Windsor Locks Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bridgeport to issue the permit.  Vote was 6-0 in favor of the appellant.

 

Secretary’s Report:

Board member Dr. Conrad made a motion to accept the minutes from May 11, 2023, seconded by Atty. Sanetti. motion carried. Vote 6-0 to approve.
