Call to Order

Chairman Carolyn Futtner called the meeting to order at 10:05am.

Chairman Futtner read the Introductory Statement and called the roll call.  Nine appellants were present. Six Local Issuing Authorities were present along with the State.

Board Members Present: Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Anthony Iaconis, Esq., Gudrun Johnson, and Chief Carl Rosensweig,

Board Members Absent: Col. Chris Lewis and Stephen Sanetti, Esq.

Chairman Carolyn Futtner administered the oath to all witnesses.

Hearings: Nine cases were heard in the following order:

1) Case No. 22-051-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Captain Andrew Power represented the Local Issuing Authority, Chief Donald Melanson, Windsor Police Department.

Withdrawal:  The appellant withdrew his case. 

2) Case No. 22-088-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Ofc.  Jason Anderson represented the Local Issuing Authority, Chief Ed Lennon, East Haven Police Department.

Withdrawal:  The appellant withdrew his case. 

3) Case No. 20-616-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a majority decision, the Board voted in favor of the appellant and ordered the state to reissue.   Chairman Futtner, Dr. Conrad, and Atty. Iaconis, voted in favor of the Appellant.   Ms. Johnson and Chief Rosensweig voted in favor of the State Issuing Authority. Vote was 3-2 in favor of the appellant.

4) Case No. 23-109-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Michael Paoletti represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bridgeport to issue the permit.  Vote was 5-0 in favor of the appellant.

5) Case No. 21-463-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

6) Case No. 21-466-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

7) Case No. 22-056-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Elias Martz represented the Local Issuing Authority, Chief Erik Costa, Middletown Police Department.

Decision: By a majority decision, the Board voted in favor of the appellant and ordered Middletown to issue the permit. Chairman Futtner, Dr. Conrad, and Ms. Johnson voted in favor of the Appellant. Atty. Iaconis and Chief Rosensweig voted in favor of the Local Issuing Authority. Vote was 3-2 in favor of the appellant.

8) Case No. 22-063-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Elias Martz represented the Local Issuing Authority, Chief Erik Costa, Middletown Police Department.

Decision: By a majority decision, the Board voted in favor of the appellant and ordered Middletown to issue the permit. Chairman Futtner, Dr. Conrad, Atty. Iaconis, and Ms. Johnson voted in favor of the Appellant. Chief Rosensweig voted in favor of the Local Issuing Authority. Vote was 4-1 in favor of the appellant.

9) Case No. 22-072-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Elias Martz represented the Local Issuing Authority, Chief Erik Costa, Middletown Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Vote 5-0 in favor of the Local Issuing Authority. 

 

Secretary’s Report:

Board member Dr. Conrad made a motion to accept the minutes from February 2, 2023, seconded by Chief Rosensweig, motion carried. Ms. Johnson and Atty. Iaconis abstained. Vote 3-0-2 to approve.

New Business: Congratulations for Carolyn M. Futtner, Esq. on being appointed Board Chairman.

 

Adjournment: Board member Johnson made a motion to adjourn seconded by Board member Dr. Conrad, motion carried. Meeting ended at 1:40pm.
