BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Chairman Frank P. Blando called the meeting to order at 10:00am.
Chairman Blando read the Introductory Statement and called the roll call. Nine appellants were present, one appellant failed to appear. Five local Issuing Authorities were present along with the State.
Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner, Esq., Dr. Cynthia Conrad, Gudrun Johnson, Chief Carl Rosensweig and Stephen Sanetti, Esq.
Board Members Absent: Anthony Iaconis, Esq and Col. Chris Lewis
Chairman Frank P. Blando administered the oath to all witnesses.
Case No. 20-433-R, Prior to this hearing, Thursday morning, the appellant emailed BFPE and was unaware of this hearing until 2 days prior. He asked, respectively for a continuance to have time to receive some medical documents.
Continuance: Granted
Hearings: Ten cases were heard in the following order:
1) Case No. 21-617-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Dep. Chief Kevin SanPeri represented the Local Issuing Authority, Chief John Sullivan, Hamden Police Department.
Withdrew: The appellant withdrew his case.
2) Case No. 21-584-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Joseph McCuster represented the Local Issuing Authority, Town Manager Mary Calorio, Town of Killingly.
Withdrew: The appellant withdrew his case.
3) Case No. 21-087-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Kristian Lindstrom represented the Local Issuing Authority, Chief Kristian Lindstrom, South Windsor Police Department.
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit at this time.
4) Case No. 20-317-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with three witnesses including the Appellant.
Decision: By a unanimous decision, the Board voted in favor of the State Issuing Authority, the revocation of the pistol permit at this time.
5) Case No. 21-610-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Brian Wright represented the Local Issuing Authority, Chief Brian Wright, New London Police Department.
Withdrew: The appellant withdrew his case.
6) Case No. 21-627-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Kevin McKellick represented the Local Issuing Authority, Chief Keith White, Monroe Police Department.
Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Chairman Blando, Secretary Atty. Futtner, Ms. Johnson, Chief Rosensweig, and Atty. Sanetti voted in favor of the Local Issuing Authority. Dr. Conrad voted in favor of the Appellant. Vote was 5-1 in favor of the Local Issuing Authority.
7) Case No. 20-436-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Motion: Board member Ms. Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Secretary Atty. Futtner, motion passed unanimously.
8) Case No. 20-263-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses including the Appellant.
Decision: By a unanimous decision, the Board voted in favor of the State Issuing Authority, the revocation of the pistol permit.
9) Case No. 20-274-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with three witnesses including the Appellant.
Decision: By a unanimous decision, the Board voted in favor of the State Issuing Authority, the revocation of the pistol permit.
10) Case No. 20-453-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses including the Appellant.
Decision: By a unanimous decision, the Board voted in favor of the State Issuing Authority, the revocation of the pistol permit.
Secretary’s Report:
Board member Dr. Conrad made a motion to accept the minutes from April 21, 2022, seconded by Atty. Sanetti, motion carried. Chairman Blando abstained.
The April 7, 2022 has been pushed back one more hearing to May 19, 2022.

Short discussion on the Supreme Court decision on Case 18-053-D
Adjournment: Board member Ms. Johnson made a motion to adjourn. Seconded by Board member Atty. Sanetti, motion carried. Meeting ended at 2:00pm.
