Call to Order

Acting Chairman Anthony Iaconis, Esq. called the meeting to order at 10:00am.

Acting Chairman Iaconis read the Introductory Statement and called the roll call.  Five appellants were present, one appellant failed to appear. Six local Issuing Authorities were present.

Board Members Present: Acting Chairman Iaconis, Esq. Secretary Carolyn Futtner Esq., Dr. Cynthia Conrad, Gudrun Johnson, Col, Chris Lewis, and Chief Carl Rosensweig Esq.

Board Members Absent: Chairman Frank P. Blando, Esq. and Stephen Sanetti, Esq

Hearings: Six cases were heard in the following order:

1) Case No. 21-360-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Mark William represented the Local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Withdrawal: The appellant withdrew his case.

2) Case No. 21-418-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Steven Clark represented the Local Issuing Authority, Chief Steven Clark, Newington Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

3) Case No. 21-316-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Harrison Formiglio represented the Local Issuing Authority, Chief Patrick Daley, Norwich Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

4) Case No. 20-676-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Harrison Formiglio represented the Local Issuing Authority, Chief Patrick Daley, Norwich Police Department.

 

 

Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Acting Chairman Iaconis and Dr. Conrad, voted in favor of the Appellant. Board Secretary Futtner, Ms. Johnson, Col. Lewis and Chief Rosensweig voted in favor of the Local Issuing Authority. Vote was 4-2 in favor of the Local Issuing Authority. 

5) Case No. 21-438-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Brian T. Romano, Esq.  Lt. Mark William represented the Local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

. 6) Case No. 21-387-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Chief Kristian Lindstrom represented the Local Issuing Authority, Chief Kristian Lindstrom, South Windsor Police Department.

.Motion: Ms. Johnson made a motion for the Local Issuing Authority due to the appellant failing to appear, seconded by Col Lewis. Motion passed unanimous.

 

Secretary’s Report:

Chief Rosensweig made a motion to accept the minutes from January 6, 2022, seconded by Board Secretary Futtner, motion carried.

Adjournment: Board member Dr. Conrad made a motion to adjourn. Seconded by Col. Lewis, motion carried. Meeting ended at 12:25pm.
