BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 9:45am.

Chairman Blando swore in the new Board member, Chris Lewis, representative of Department of Energy and Environmental Protection.  He then asked for a nomination for the new Board Secretary.  Dr. Cynthia Conrad nominated Atty. Carolyn Futtner, no other nominations were put up. Atty. Anthony Iaconis seconded the motion for Board Secretary and Atty. Futtner was voted in as Board of Firearms Permit Examiners new Board Secretary.  Chairman Blando, Dr. Conrad, Atty. Iaconis, Atty. Futtner, and Col. Lewis were in attendance for this process.

Chairman Blando Introductory Statement and called the roll call.  Three appellants were present, one appellant failed to appear. Four local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner Esq., Dr. Cynthia Conrad, Anthony Iaconis, Esq., Col. Chris Lewis and Chief Carl Rosensweig.

Board Members Absent: Gudrun Johnson and Mr. M. Peter Kuck

Hearings: Seven cases were heard in the following order:

1) Case No. 21-013-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Dennis Putnam represented the Local Issuing Authority, Chief John Sullivan, Hamden Police Department.

Withdrawal: The appellant withdrew his case as Hamden agreed to issue the pistol permit.

2) Case No. 21-016-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Chris Collins represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Withdrawal: The appellant withdrew his case as Bloomfield agreed to issue the pistol permit.

3) Case No. 21-411-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Joseph Legen represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Stratford to issue the temporary pistol permit. 

4) Case No. 21-066-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Art Weisgerber represented the Local Issuing Authority, Chief Thomas Kulhawik, Norwalk Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

5) Case No. 20-675-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Joseph Legen represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Stratford to issue the temporary pistol permit. 

6) Case No. 21-125-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Art Weisgerber represented the Local Issuing Authority, Chief Thomas Kulhawik, Norwalk Police Department.

Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Chairman Blando, Secretary Futtner, and Atty. Iaconis voted in favor of the Local Issuing Authority. Dr. Conrad and Col. Lewis voted in favor of the Appellant. Vote in favor of the Issuing Authority 3-2 at this time. 

7) Case No. 21-020-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Det. Joseph Legen represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Decision: By a majority decision, the Board voted in favor of the appellant.  Chairman Blando, Secretary Atty. Futtner, Dr. Conrad and Col. Lewis voted in favor of the Appellant. Atty. Iaconis and Chief Rosensweig voted in favor of the Local Issuing Authority. Vote was 4-2 in favor of the appellant.

 

Secretary’s Report:

Board Secretary Futtner made a motion to accept the minutes from April 22, 2021, seconded by Chief Rosensweig, motion carried.

Adjournment: Board member Dr. Conrad made a motion to adjourn. Seconded by Board member Atty. Iaconis, motion carried. Meeting ended at 12:05pm.
