Call to Order

Acting Chairman Carolyn Futtner, Esq. called the meeting to order at 10:02am.

Acting Chairman Carolyn Futtner read the Introductory Statement and called the roll call.  Eight appellants were present. Six local Issuing Authorities were present.

Board Members Present: Acting Chairman Carolyn Futtner Esq., Dr. Cynthia Conrad, Anthony Iaconis, Esq., Gudrun Johnson and Col. Chris Lewis.

Board Members Absent: Frank P. Blando, Esq., Mr. M. Peter Kuck and Chief Carl Rosensweig

Acting Chairman Carolyn Futtner administered the oath to all witnesses at the time of their case being heard.

Hearings: Eight cases were heard in the following order:

1) Case No. 20-641-SD, involving the State Denial of a pistol permit to carry pistols and revolvers. The appellant appeared was represented by Atty. Edward E. Bona.  Det. Mike Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his case.

2) Case No. 21-009-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Chief William Fitzgerald represented the Local Issuing Authority, Chief William Fitzgerald, Winchester Police Department.

Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Dr. Conrad voted in favor of the appellant.  Acting Chairman Futtner, Atty. Ioconis Ms. Johnson and Col. Lewis voted in favor of the Local Issuing Authority.  Vote was 4-1 in favor of the Issuing Authority.

3) Case No. 20-642-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  First Selectman, Richard Ives represented the Local Issuing Authority, First Selectman, Richard Ives, Town of Brooklyn with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

4) Case No. 21-089-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Gregory J. Miller. Chief Donald Anderson represented the Local Issuing Authority, Chief Donald Anderson, Darien Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

5) Case No. 21-098-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Chief Marc O’Donnell represented the Local Issuing Authority, Chief Marc O’Donnell, Redding Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and order Redding to issue the permit. 

6) Case No. 19-576-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Mike Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

7) Case No. 20-141-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Angelo Stavrides represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit at this time.

8) Case No. 21-181-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Angelo Stavrides represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

 

Secretary’s Report:

Board member Dr. Conrad made a motion to accept the minutes from June 3, 2021, seconded by Ms. Johnson, motion carried.

New Business: Discussion of locations for upcoming hearings. First hearing date for months Aug-Dec will be held at State Police Headquarters in Middletown. 

 

Adjournment: Board member Atty. Iaconis made a motion to adjourn. Seconded by Ms. Johnson, motion carried. Meeting ended at 1:00pm.
