Call to Order

Chairman Frank P. Blando called the meeting to order at 10:05am.

Chairman Blando read the Introductory Statement and called the roll call. Seven appellants were present, three appellants failed to appear. Five Local Issuing Authorities were present along with the State, two Local Issuing Authorities failed to appear (2 cases, one town).

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner Esq., Anthony Iaconis, Esq., Col. Chris Lewis, and Stephen Sanetti, Esq.

Board Members Absent: Dr. Cynthia Conrad, Gudrun Johnson and Chief Carl Rosensweig

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Ten cases were heard in the following order:

1) Case No. 18-576-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Continuance: Prior to the hearing, after speaking with the appellant’s attorney, the Board and the State, an agreement for a 6 months continuance has been agreed upon.  New date for this case is June 23, 2022

2) Case No. 21-397-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Matthew Solak represented the Local Issuing Authority, Chief Paul Hussey, Willimantic Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Willimantic to issue the permit. 

3) Case No. 19-665-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with one witness.  Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his case.

4) Case No. 21-274-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Zachary Klomberg represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department with three witnesses.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bloomfield to issue the permit. 

5) Case No. 21-372-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Gregory Howard represented the Local Issuing Authority, Chief Darren Stewart, Stonington Police Department.

Motion: Board Member Iaconis made a motion for the Appellant due to time past.  Motion was seconded by Col. Lewis, motion passed unanimously.

6) Case No. 21-363-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Lt. David Merriam represented the Local Issuing Authority, First Selectman Derrylyn, Town of Bethany.

Motion: Atty. Sanetti made a motion for the appellant due to so much time past.  Motion was seconded by Board Secretary Futtner, motion passed unanimously.

7) Case 21-316-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  No one represented the Local Issuing Authority, Chief Patrick Daley, Norwich Police Department.

Continued: This case have been continued to January 20, 2022 due to an emergency with Norwich Police Department, the representative could not make the hearing.  New hearing date is January 20, 2022.

8) Case 20-676-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  No one represented the Local Issuing Authority, Chief Patrick Daley, Norwich Police Department.

Continued: This case have been continued to January 20, 2022 due to an emergency with Norwich Police Department, the representative could not make the hearing.  New hearing date is January 20, 2022 

9) Case No. 20-024-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Sanetti made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Secretary Futtner, motion passed unanimously.

10) Case No. 21-460-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Lt. David Merriam represented the Local Issuing Authority, First Selectman Derrylyn, Town of Bethany.

Motion: Board member Iaconis made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Secretary Futtner, motion passed unanimously.

Secretary’s Report:

Atty. Iaconis made a motion to accept the minutes from November 18, 2021, seconded by Atty. Futtner, motion carried.

 

New Business:

Discussion on virtual versus in-person.  The Board decided to try out having the Board members who prefer to virtual to remote into the in-person hearing. 

 

Adjournment:

Board member Iaconis made a motion to adjourn. Seconded by Board Secretary Futtner motion carried. Meeting ended at 12:00pm.
