Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Eight appellants were present, eleven appellant failed to appear. The State Issuing Authority and nine local Issuing Authorities were present and one failed to appear.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf., Dr. William Sledge, Carolyn Futtner, Esq., Ms. Gudrun Johnson, and Chief Carl Rosensweig

Board Members Absent: Mr. Peter Kuck.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Nineteen cases were heard in the following order:

1) Case No. 17-626-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. An officer represented the local Issuing Authority, Chief Thomas McLoughlin. North Haven Police Department.

Motion: Board Secretary Overturf made a motion for the local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

2) Case No. 18-001-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Steven Paulson represented the local Issuing Authority, Chief Brent Larrabee, East Haven Police Department.

Motion: Board Secretary Overturf made a motion for the local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

3) Case No. 18-039-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Chief Neil Dryfe represented the local Issuing Authority, Cheshire Police Department.

4) Case No. 17-304-R, involving the revocation of a pistol permit to carry pistols and revolvers The appellant failed to appear. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

10) Case No. 17-584-SD, involving the revocation of a pistol permit to carry pistols and revolvers The appellant appeared on her own behalf.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

11) Case No. 17-536-R, involving the revocation of a pistol permit to carry pistols and revolvers The appellant failed to appear.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Motion: Board Secretary Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

12) Case No. 18-181-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Sgt. Kim Nikola represented the local Issuing Authority, Chief Armando Perez, Bridgeport Police Department.

Motion: Board Secretary Overturf made a motion for the local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

13) Case No. 17-298-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  A representative failed to appear for the local Issuing Authority, Chief William Fitzgerald, Winchester Police Department.

Marked off: This case has been marked off with motion made by Secretary Overturf, seconded by Board member Johnson. Motion passed unanimously.

14) Case No. 17-306-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  A representative failed to appear for the local Issuing Authority, Chief William Fitzgerald, Winchester Police Department.

Withdraw: Appellant withdrew his case.

15) Case No. 18-061-D, involving the denial of a pistol permit to carry pistols and revolvers The appellant appeared on his own behalf.  Lt. Heather Desmond represented the Local Issuing Authority, Chief William McKenna, Middletown Police Department.

Withdraw: Appellant withdrew his case.

16) Case No. 17-241-D, involving the denial of a pistol permit to carry pistols and revolvers The appellant appeared on his own behalf.  Off. David Cruickshank represented the Local Issuing Authority, Chief Paul Fitzgerald, Berlin Police Department.

Motion: Board member Chief Rosensweig made a motion for the local Issuing Authority due the appellant having a disqualifying misdemeanor conviction. Motion was seconded by Board Member Johnson, motion passed unanimously.

17) Case No. 18-159-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Joseph LaRose appear for the local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Withdraw: Appellant withdrew his case.

18) Case No. 17-347-D, involving the denial of a pistol permit to carry pistols and revolvers The appellant appeared on his own behalf.  Off. Shumway represented the Local Issuing Authority, Chief Anthony Campbell, New Haven Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

19) Case No. 18-072-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Joseph Skelly represented the local Issuing Authority, Chief James Wardwell New Britain Police Department with one witness.

Motion: Board Secretary Overturf made a motion for the local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.
