BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Twelve appellants were present, one appellant failed to appear. The State Issuing Authority and ten local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Dr. William Sledge, Ms. Gudrun Johnson,         Mr. M. Peter Kuck and Chief Carl Rosensweig.

Board Members Absent: Secretary Col. Kyle Overturf and Jay Greer, Esq.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Thirteen cases were heard in the following order:

1) Case No. 16-498-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Jay Suski represented the local Issuing Authority, Chief John Daly, Southington Police Department.

Withdrawal: The appellant withdrew his appeal.

2) Case No. 16-201-R involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal.

3) Case No. 16-468-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Chief James Kenny represented the local Issuing Authority, Vernon Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the local Issuing Authority Vernon Police Department, the denial of the pistol permit.

4) Case No. 16-411-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appear on her own behalf. A representative for the Town of Morris failed to appear.

Motion: Board Member Kuck made a motion for the appellant by default due to the Issuing Authority failing to appear. Motion was seconded by Board Member Rosensweig, motion passed unanimously.

5) Case No. 16-356-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Panton represented the local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Motion: Board Member Johnson made a motion in favor of the appellant. Board Member Kuck seconded the motion, motion passed unanimously.

6) Case No. 16-479-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  A representative for the Weston Police Department failed to appear.

Motion: Board Member Kuck made a motion for the appellant by default due to the local Issuing Authority failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

7) Case No. 16-325-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Steve Burnstein appeared for the local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Motion: Board Member Kuck made a motion in favor of the Issuing Authority. Board Member Johnson seconded the motion, motion passed unanimously.

8) Case No. 16-476-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Steve Burnstein appeared for the local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Motion: Board Member Kuck made a motion in favor of the appellant. Board Member Rosensweig seconded the motion, motion passed unanimously.

9) Case No. 16-310-D involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Panton represented the local Issuing Authority, Chief Joseph McNeil, Stratford Police Department with one witness.

Decision: By a majority vote, the Board voted in favor of the appellant. Chairman Blando, Mr. Kuck, and Dr. Sledge voted in favor of the appellant and Ms. Johnson and Chief Rosensweig voted against the appellant. Vote was 3-2 in favor of the appellant.

10) Case No. 16-393-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Lt. Brian Bishop appeared for the local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant.

11) Case No. 16-445-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf..  Corporal Fred Goncalves appeared for the local Issuing Authority, Chief Thomas Devoren, City of Groton Police Department.

Withdrawal: The appellant withdrew his appeal.

12) Case No. 16-413-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Timothy Juergens represented the local Issuing Authority, Chief Scott Sansom, East Hartford Police Department.

Continued: This case has been continued, no date given.

13) Case 16-451-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Chief Fran Dabbo represented the local Issuing Authority, Middlebury Police Department.

Continued: Case will be continued until September 7th.

Board member Kuck made a motion to accept the July 13, 2017 minutes as submitted, Board Member Sledge seconded the motion, motion carried.
